Thanks again for the schematic.  Taking a look I see references to motor 181861 and 181870.  

My motor however is a 182241 - does that matter?

Also I cleaned up the motor start relay again with light filing using a tiny flat file.

I repeated with my replacement fuse, but no luck.

I am thinking maybe I imagined the burning smell... 😃

So next step is trying to find a short somewhere.

Attached is a schematic of 32 ASR wiring.  It may help you.  I am not familiar with what may be causing the issue, the plastic smell along with the fuse blowing. 
 
Look for something that has burned.
