Aha 14/15 era part numbers.  I guess the copyright date on the bulletin should have been a tip.  I suspect the LARP killed the APRE before it got widely accepted.

I have finally gotten a little info on the mythical ARPE magnet controlled reperforator. This 20 characters/second punch is described in specification 5641S which I unfortunately do not have. (The 20 chars/sec spec comes from an ILLIAC description)

But eBay yielded up the parts manual 1153B which I have scanned. There were 5, 6, and 7 level chadless and full-perf versions
