You guys are way overthinking this. I have never used a scope to troubleshoot a 32/33. Please dont take offense...
The small cap in the front of the UCC-6, 181821, is used only in the Local mode. It is likely bad. Also the 182501 cap behind the SMD card is used in Line mode.
Isolate the problem as much as you can.
First, does the 33 have the same limited range in Line mode or is it just in Local mode?
Check the mechanical adjustment on the selector clutch stop and release lever. Looks like a backwards ?.
Make sure the semi captive plastic nut is in the rangefinder slide, cocked or crooked.

You may have a mechanical issue on the printer. Is the selector clutch drum rusty or does the gap in the drum very large? See blue arrow in second pic. If its big the shoes are worn out. Compare to the other main shaft clutches gap.
