This has been discussed here various times over the years.

The original version of the document that Nick mentioned "Use of Commercial Broadcast Stations for Emergency DOD Communications"  (now declassified) was available at http://www.dtic.mil/cgi-bin/GetTRDoc?AD=AD800669&Location=U2&doc=GetTRDoc.pdf   I cant open the URL now, but I have a copy of the pdf if anyone is interested (~4.5 Mb)
