As Eugene says, all the connections are on the terminal strips connected so you can do whatever you want. But standard usage for all the Navy M28 KSRs and ASRs that I have seen so far have a single loop connection with keyboard and printer in series (also TD in the ASR).
Maybe because you wanted to also print what you were sending? But what do I know.....
nota bene - the 28ASR K-KT-T switch would let you cut a tape locally while printing from elsewhere.

 From the Teletype Corp. schematics, I can see that the M28 ASR has very
flexible wiring and you could bring out the keyboard contacts
separately.  But I'm surprised that the UGC-6 schematic doesn't show
that option. Or is there another schematic to show separate TX &RX wiring?
