When I used a re-inker on my model 19 and model 28, I used ink made by NCR (National Cash Register Co.). It was a thick ink, not as thick as tooth paste but not a flowing liquid. It was their part number K-575-F.
Don't know where you can get it today.

Tom WB2TTY Tillson sent me the kit that included a bag of felts. The bag
of felts is not shown in the photos at https://w6iwi.org/rtty/15reinker/ ,
but one is shown in the photos.
Still trying to determine what ink to buy...
