I'm not sure, from what I was just reading in one of the navy manuals.

"Near the end of each selecting
cycle, the transfer mechanism
moves the intelligence in the
form of a mechanical arrangement
from the punch slides to the
function box mechanism and to
the positioning mechanisms."

The transfer mechanism is what is circled in red in the photo below.  From what I quoted above the punch slides get set directly from the selector.

A non-typing reperforator doesn't even have those (transfer mechanism) parts.  I wonder if the non-typing reperf description is of any help, and if the tape feed out is even covered in that document. 

I keep thinking that something is either jammed or out of sequence in the blank tape feed out mechanism, but I'm still trying to digest the theory of operation of that feature.  I am finding the NAVELEX 0967-LP-616-7010 helpful because it seems to use the "dead horse" system of explanation.  As it explains something it seems to repeat information from the previous item that interacts with the topic ... less page turning back and forth.
