We can see the parts that have the gray insulators on them aren't moving so I don't think you'd be printing the proper characters either.  If you had a tape, would it punch feed holes?  I forget, did this have feed out blanks or LTRS for the feature for spitting out tape.  It could be forcing blanks? At least it doesn't look like any of the punch pins are moving (although I think I could see motion of the feed hole pin?)

More progress continues to be made! Thanks to John W9DDD and Nick K4NYW I have solved the electrical/motor issue and things progressing.

 

I have now connected the reperf into my loop and sent a tape through to test if the selector magnets and code bars(?) are functioning. It seems part of the character setup mechanism is working, but that set up doesn’t seem to be making it to the punches. Here is a short video of what is happening.
