I finally saw your pic and you have the "dog bone" or cast motor (182241). It typically doesnt have a start cap, just the start relay.

Clean the start relay in the black case under the fuse with a fine file. Only have to loosen one screw under the fuse holder to get the relay out and one screw to open up the relay box.
