That stack probably is germanium diodes based on vintage.  I have stack that looks like that, but I think slightly smaller.  I also have a WU 9100 wiring cabinet with one of those in it.  Does this say GE on it?

I am guessing, but would like your input) that the oil filled cap is probably ok but the big electrolytic should be reformed? Or replaced?
