Yes , blank panel , unless you have specific hole sizes and dims. 
Attached PDF from what I ran as far as blank plate, and the inner fins of 8.2795 & 2.1975 are scaled from my blank plat from the paint lines, may not be accurate but should be close.  Roughly scaled the switch opening and tape hole and placed them in cad drawing. Should be able to print the PDF full size and place it in machine to see if it works for hole placement.
