I never fixed the paper tape reader power supply, as I have modern paper tape readers.

I know the printer works correctly, but yeah could be distributor or keyboard.

Do you know which wire is bit 4? So, are the wires normally marking and the encoding wires make them space, or vice versa?

Nothing obviously wrong in the photo, but remember, the signal from the keyboard encoder you photographed to the distributor segments is a parallel bundle of wires.  If one of those wires is broken or not connected to the distributor segment, that also could be a source of trouble.

One thing to test, does the paper-tape reader transmit correctly?  If it does, then it's more likely you have a problem in your keyboard encoder.
