What's in a name???
When searching "eBay" look for "rewinder" not "winder" that is how I found the one I use.
There are also tons of open end label rewinders that could be modified/repurposed into winding wider width paper by mounting it to a board
and adding a support on the opposite side for the wider roll.
If you are into 3D printing the same applies to the rewinders on thingiverse you could modify those to suit as well.
