Investigating further I see that the problem may not be as bad as I thought.
The early Bulletins are 4-hole only, but the later ones have 4-hole stiff gray cover sheets with 7-hole (3-hole plus 4-hole) interior pages. So I can just punch an extra 3 holes in the cover sheets and be all set.
The conversion from 4-hole to 7-hole probably happened when the Bulletins became collections of 57x-xxx-xxx BSPs.

Whew! - I was looking at a stack of 40 or so unbound manuals and not wanting to 3-punch all those....
