John was right. I had to remove the selector to get access to the stop lever.
As soon as I removed the lock nut and turned the pivot bolt counterclockwise a little, the stop lever loosened up.
Someone had been in there before me and tightened it enough to keep the stop lever from moving.
While I was in there I disassembled it, cleaned the inside bearing with a Q-tip and the outside one with a rag.I oiled them and reassembled the pieces, making sure the stop lever moved freely. Once it was back in the machine, it no longer ran open, a brief interruption of the loop would cause the selector cam to make one revolution. But it still printed garble on my news wire.
To make a long story short, I got the number from the motor pinion. It is a 114460 - 67 Speed. I brought up MMTTY on a laptop at 50 baud, ran it through my Flesher TU-170, and into the RO. No luck. Actually on RY's the RO cycled but did not print. I tried playing with the selector on my 60 speed news feed - Just garble.
I would like to see it print before I try to get 60 speed gears from Mr. RTTY. I will fight with it some more tomorrow (Thursday) but I am running out of ideas.
