I dont think its a print hammer as they dont have a curved surface that fits over the metal of the hammer.
I think its a blind grommet that are used to block off holes in chassis and similar parts.

It appears to be newer than the rest of the machine so I'm assuming that it isn't an original part that belongs on something. Could it have been what the previous person was using as a hammer bumper? I haven't tried fitting it on the hammer - it looks approximately the right size, but it's got a tapered and curved interior wall so I don't think it would actually stay on very well..
