I have a Model 28 KSR base with a bum keyboard.

The first page I have attached explains step-by-step
what happens when you press a key.

Mine is OK to where the Universal Bail latch moves
down. (Photo - bailside)

Then it fails because it does not release the Codebar
Bail latch. It moves it, but not enough. If I loosely
hold a piece of perforator tape between the Universal
Bail latch and the Codebar Bail latch. That tiny little bit
is all it needs and it works every time.

The Universal Bail latch is hitting a part the is not shown
in the drawing (Photo - bailback) It is a another bail that
lifts up the Universal Bail latch, once the clutch is tripped,
and resets everything to be ready for the next keystroke.
That bail is held against a fixed post and cannot allow
the Universal Bail latch to move that tiny bit lower.

I have tried playing with the eccentric at the back of
the  Universal Bail latch, it only made things worse.

I am at a loss on this keyboard. 
I would really appreciate any insight.

About a year ago I fixed a MKII keyboard.. I found a weak
spring and replaced from a Harbor Freight spring assortment.
It has been working well ever since.
