It could be that the loop runs through those components and you might need to rewire it to route again to the proper terminals on the terminal strip. Should not be hard to do.Paul

I haven't had time to examine them thoroughly but I am hopeful that the 28ASR will be "plug and play" since it is in such good shape internally. It does not seem dried out or rusted. It is also remarkably clean on the inside. The keys have quite a bit of the whitish "fungus" on them. Its background was unknown other than it apparently came from the estate of some high-ranking Naval officer. The cabinet does seem to have a slightly more "blue" tint than the usual Western Union green.
I took a few closer pictures of the electronic boards that were "under the hood" plus the control panel. I can't tell anything about this but my guess is that it was perhaps designed as a built-in electronic TU. A lot of the wires (practically like hairs) have pulled loose so I doubt this can be restored to its original function and also since there's no documentation on it. The control panel was very well done. You can see that it seems to have had some sort of speed selector for both 60wpm and 100wpm. The switch marked "CW" is a momentary switch so I would guess it was for CW-I.D. On one board I can see the lettering "7490" which makes me wonder if this was frequency-specific.
I will post more pictures perhaps later today. I have not examined the ROTR yet.
