I just adjusted the oscillator rail left shift link age and voila! - now my M and period match up and my errant # has disappeared.
Jerry Murphy diagnosed the symptoms and pointed me to the proper adjustment for the cure. See below -

I confess that I am really slack when it comes to getting a "basement find" unit running again. I have never gone completely through the entire adjustment procedure. I just try to clean, dissolve the frozen grease, re-lube, turn it on, and troubleshoot obvious problems. And I have never had to make that typebox shift adjustment before.
Getting this printer going has been a good experience and I have learned things that should come in handy in the future.....if I don't forget them by the time the next basket case turns up on my bench.

Go to:  https://navy-radio.com/manuals/tty/573-115-700-iss7-6607.pdf   and then look for adjustment 2.47 -  Printing Carriage Position.   2.47 will make sure that the hammer is hitting squarely on the M typepallet.  When you are satisfied that the print hammer is hitting the letter M correctly, go to adjustment 2.48.  2.48 ensures that the print hammer is striking the selected typepallet in the figures field squarely.  The adjustment calls for checking with the letter O and the numeral 9 but feel free to use the letter M and the period.  At this point, I feel pretty certain that you will find that an adjustment is needed.   Check and see if adjustments 2.49 and 2.50 need any attention.

Jerry Murphy slowed down the video even more and sent me a diagnosis earlier today. I just ran his test a minute ago and confirmed bad alignment. See attached photo. I will perform correction and see what happens. Stay tuned.
