Here's a better description of the false alarm that clarifies that the
message was sent by teletype, from Cheyenne Mountain:

I like the happy ending, since it was a simple mistake no disciplinary
action was taken against the operator, and the emergency tapes were
moved to a different are to make it much less likely that a similar
mix-up would occur again.
