I discovered that the switching/relay article will be found on Disc 5 of the

RTTY Journal Archives, or more to the point, in Volume 31 #6; Pages 17 and 5 .

For some strange reason, it starts on 17 and finishes on 5!

I've printed out those two pages and can scan them for transmission

if anyone is interested.
