Several of the 90's era TNCs (for packet, WEFAX, etc) would do this
conversion.
I have used an AEA PK232 TNC to copy ITTY to ASCII. I use an ASR33 with
the Deramp adapter card (https://deramp.com/tty_adapter.html) as the
TNC's console, and then set the TNC to receive Baudot. THE AEA TNC has a
routine to 'autobaud' the console port: connect the console device
(RS232), do a 'hard reset', type a few *** until the TNC signs on.
Works like a charm - and very 'weird' to see and hear the 33 printing at
45 Baud. The TTY equivalent of Farnsworth Spacing. AND - you can punch
a 1" 8-level tape at the same time, which you can then read back later
on an ASCII machine at whatever speed it works at. WuHu!
