So the punch power is separate from the loop supplies?  And telex probably rules out any wild stuff the military did to operate on all strange voltages and frequencies.

I don't think it's supposed to punch tape in the. Keyboard mode, but it's  been too many years since I owned a 19.  Perhaps that was a reference to the reperforator punching fine?

Here's a wild thought  The number two contact on the keyboard is on the hairy edge of its adjustment range and the punch magnet sets up some sort of vibration that messes up number 2 contact.  Or that it only affects number two because of the timing.

If there's merit to that idea, then I'd start with being sure there are no punch parts loose.

Crazy idea, but who knows?  It's the best I have at the moment.
