[GreenKeys] Northern Radio Type 396 TTY test set

This cute little Northern Radio portable TTY test set showed up at the
AWA Museum last week. I have not been able to find anything on the
Internet about it.
It has five TO-5 type ICs (only one I can read is "CD4004", no date
code) and one 24 pin ceramic DIP with xtal time base.
I powered it on, but it didn't do much. But I am not sure I understand
how to hook it up and without a manual, don't want to damage it.
Strange that it does not have a speed/baud rate control.
Does anyone know anything about it?
