[GreenKeys] [External] Motor start capacitor

While its awesome those caps at Tedds are still available, it would be nice
if they could be re-stuffed wtih new ones. I think any cap thats paper
cased is done; always keep in mind a capacitors capacity reading will not
show leakage.
