[GreenKeys] Model 15 Associated Press with Model 19 keyboard...can it work?

Nope not good but as mentioned it may be due to moving the parts too slowly. With the keyboard removed, press a key and then try spinning the distributor shaft really fast with your fingers. There's a cam & pawl arrangement that should throw the meshed teeth apart just by a little bit.
