It looks like a compact variant of a Model 19, which is
a Model 15 with paper tape gear on and the dial for
counting line length. It looks like the punch is
present but the transmitter-distributor to the left of the
unit, where there's a rubber pad it's missing.
Underneath looks like a loop supply, plus other
stuff which may or may not be related.
Heavy and awkward, like most Model 19 variants.
