As someone mentioned it is not a speed adjuster. Think it is called a range finder. What you have o do is get the printer working and then you move the pointer in one direction to where the print starts to get messed up and note the number ,then move the pointer to the other direction to the print get messed up. Then you add the numbers and divide by 2. then set the pointer to that number. What you are doing is setting the printer selector to the center of the 22 ms part of the data bits..
