That's the Western Union 5A "High Speed Stock Ticker", circa 1930.

Those are relatively rare, but not very useful. They receive a 6-level
code used only for stock tickers. Since the ticker system used
one centralized sender for thousands of receivers, nobody has
a matching sending device, although you could generate the
waveforms with a computer.
The code is not compatible with anything else. The 6th bit
is the "shift", so there's no LTRS/FIGS thing.
It's a printing drum type machine, rather than a set of
typebars. Kind of like some British teleprinters.
Little commonality with other Teletype products.
The input is, I think, polar (that is, the voltage reverses,
rather than being on-off.
Unlike the brass ticker in a glass dome devices from the
Edison era, the "High Speed Ticker" is not a valuable
collectable.
