[GreenKeys] Model 15 Type Bar Backstop felt - why?

Can anyone shed light on the necessity for Teletype to have two little square oil wick felts located at the connection between the Type Bar Backstop and the curved Spring supports? (see picture) Was it merely to prevent squeeks or something like that? Most machines I've seen only had one of the two present.
