Perhaps there could be an arm resting on the paper roll that is connected
to the shaft of a pot. As the paper is depleted, the pot rotates. You can
then use analog comparators to determine various paper levels. If you run
the pot into an ADC on a microcontroller, you could do some math to
determine how many meters of paper are left on the spool.
