[GreenKeys] Model 33 Q1 transistor replacement

I have noticed this and I keep it unplugged when not in use, but I wondered WHY it was designed this way? Is there a good reason?

On a good 33 ASR, if you leave the machine plugged in to AC and turn off the LINE/OFF/Local switch to OFF, there is still current running thru the large toasty resistor.
Unplug when not in use.
