Polarity *should* matter — at least diagrams suggest. Looks like one of your vanes are a little bent… but it sounds like the motor isn’t keeping a proper speed. Are the two dash post on the motor oiled?
Now having watched the video a fifth time, it looks like your type basket is inconsistent on striking. There should be a consistent back and forth distance with the part that slides between the printing bail. Is that one part on the typing basket (which I can’t find the name for right now) properly seated between the two metal pieces on the bail?
It also might have to do with your type basket not progressing and hitching up things maybe… I’d focus on whatever is causing it to not move and see if that frees up the rest.
