Detailed explanation (maybe too detailed :)
Very easy to make a line voltage lowering (or increasing) transformer by using a filament transformer. Connect the primary of the filament transformer normally to AC in (line voltage). Connect one lead of the secondary to the AC line hot. Measure from the other lead of secondary to the line neutral. If higher than line voltage, swap the two connections of the secondary to subtract from the line rather than adding to the line voltage. Output current available will be up to the filament output current rating of the transformer Naturally, the decrease (or increase) will be the same as the output voltage rating of the transformer.
