 Yeah, looks like Cyrillic to me...  Is there anything we made during the cold war that the Soviet Union *didn't* copy...?  ;-)

Sure does look like a knock-off of Model 14 tape printer 
(as used for telegram tape) ...  notice the text on the 
manuals is Russian or similar?
