The ribbon advance mechanism there is a bit complicated.

Basic checks:

First, does the ribbon have an eyelet to push the ribbon
reversing arm? The ribbon has to have an eyelet near each end,
and those eyelets should always be near the spool, not past the
ribbon reversing arm.

Second, to test the ribbon reversing mechanism, turn the
motor by hand counterclockwise from the fan end and watch the
mechanism cycle. If you press on one of the ribbon reversing arms
(Figure 37) while cranking the motor, the ribbon feed shaft
(figs. 41-42) should slide sideways, shifting gears to disengage
one ribbon spool shaft and engage the other one. See the bevel
gears at the end of each ribbon spool shaft? Only one of those
sets should be engaged at a time.

The ribbon feed shaft can only slide sideways during one part
of the machine cycle. If you hand crank the motor, you can find the
brief part of the cycle where it's unlocked. Check that it moves
freely. If it's stuck, clean and lubricate the parts involved
moving it sideways. See Fig. 42. Machines oiled with lubricants
which evaporate and leave crud behind (like WD-40) will have
this problem. The Teletype spec specifies a whale oil blend, but
synthetic 0W-20 motor oil works fine.

If the mechanism is undamaged, this is probably just a lubrication
problem.
