One thing you could try before adjustments — it could be a stretch, but you could try lubricating/dousing the area with a very light synthetic motor oil… it could be gummed up enough that it just doesn’t want to reach the point to where it should (the ribbon also could be too tight — also due to gumming within the spindle cup). If this doesn’t wok — as I remember, you do have to remove the type basket. I don’t remember where the adjustment is, but it’s in the part-region on the basket where the type basket doohickey slides in-between the two striking bars (the name is escaping me right now). The more movement that is allowed into the basket, the higher the ribbon should swing after a key is pressed while in figures.
I apologize, it’s been awhile since I had to look at that — I did have the same issue at one time as well.
