[GreenKeys] Model 28 ASR - what's this transformer for?

Doing a little homework before my next ship trip on Saturday, and the plan
is to start working on the poor Model 28 #2 to bring it back to life. The
harness in this thing is pretty trashed (chunks were cut out) so I'm doing
a little model 28 learnin so I have a better idea of what I'm looking at. I
have a bunch of manuals and diagrams thanks to Nick's site, but I didn't
see this mentioned in the basic wiring diagram, and other docs just mention
it as a transformer and nothing else.
On the LESU there's a transformer and cap (lower left in the pic) - I
believe this may be the "selector magnet driver", although in this unit
(which is Navy UGC-48A), I'm not sure it was needed due to the other
electronics. The part number on the transformer is 158286.
Is this considered a local loop supply?
