Not sure about that. Anyone know? What's the normal speed for the 
governed motor?  Synchronous motors for 60 HZ power are 1800 RPM.
I'm not sure about the gear sets. There are different gear sets,
for 50Hz power and different typing speeds.

The only time the rubber wheel touches anything is when you're adjusting
the speed. You can see the wheel. It sticks out of the side of the 
flywheel. It's a very crude method of speed adjustment.

I'd get the tuning fork for fun, but some more modern method of 
measuring RPM for real adjustment.  There are cheap laser tachometers
on Amazon, eBay, and Alibaba.
