This is a great analysis. I will spend some time tonight pouring through it. Thank you. I too, am amazed at folks who can readily make heads or tails of these diagrams and explanations. I find electronics much easier to understand. I'll report back on any new findings given this new information. Thank you!

Best drawing I can find that shows connection between selector mechanism and the punch slides. I know this doesn't show the slides. The connect in where that arrow point above the left end of the punch slide latch.
The push lever goes to the left if the bit is marking.
The punch slide latch then rotates counterclockwise dropping the left side where the punch slide has been held, releasing the punch slide to be pulled left by it's spring.

Here you can see the relationship between the latch and slide. Page 30 showing how much the latch should clear the slide.

The part shown above the Toggle Bail Eccentric is the reset bail discussed quite some time ago. It is used to push the selected punch slides back after the punching has taken place. They should then be 'caught' by the punch slide latch which by now would have been return to their clockwise position. Soon after the selector starts a new character the reset bail is supposed to drop to be ready for punch slides to be released by punch slide latches.
The reset bail is a different part number when you have an automatic tape feed out. That implies to me that it somehow acts differently during tape feed out. If feeding blanks, I could see it staying up and preventing the slides going left. I really haven't digested that part yet, and maybe it has nothing to do with the automatic (letters | blanks) tape feed out. Maybe the reset bail isn't dropping far enough to allow selected punch slide to move left. Going back to the clip from page 30 there's a clearance specified between the right end of the punch slide and the left end of the punch slide latch.
You talked about swapping punch mechanisms between two units. Remember the typing is in a different position between fully perforated and chadless units.

The transfer mechanism is what is circled in red in the photo below. From what I quoted above the punch slides get set directly from the selector.
A non-typing reperforator doesn't even have those (transfer mechanism) parts. I wonder if the non-typing reperf description is of any help, and if the tape feed out is even covered in that document.
I keep thinking that something is either jammed or out of sequence in the blank tape feed out mechanism, but I'm still trying to digest the theory of operation of that feature. I am finding the NAVELEX 0967-LP-616-7010 helpful because it seems to use the "dead horse" system of explanation. As it explains something it seems to repeat information from the previous item that interacts with the topic ... less page turning back and forth.
Clipped a bunch since my mailer complains if the size gets too big, which happens if too many images.
