That is the plasticizers volatilizing and going away, eventually the jacket will be crispy.

I find that many elastomers and polymers formulated for colder climates do this, especially where I live, I the Phoenix area.

Here, car windshields, especially European cars, get an oily fil on the windshield from plasticizers, tires get hard after five years or so, and vinyls (such as electrical cords), will soften ABS and polystyrene and worm their way into the plastic, leaving ugly tracks.

It is also a matter of quality.

I did try leaving it set outside in out 109 degree heat.  Couldn't really see a difference, but I do have a 1000 degree heat gun I might try.

 

If nothing else the armor all will take the white stuff off.

Cables going to the printer connector, the keyboard connector and to the terminal strips at the back of the 28 cabinet get white stuff on the surface of the plastic (vinyl?) sleeve.  The sleeve also gets stiff.  

 

I'm trying to do a LESU transplant and the new one was stored with the cables wrapped around the LESU resulting in them being set in positions incompatible with how they need to lie in the cabinet. 

 

I've seen these sleeves in both black and clear versions.  Since they both get the white stuff with age I assume similar materials.  Current project is the clear version. 

 

I've started some treatment with Armor All based on web search info.  

 

I'm certainly open to better options.
