I think that’s a Western Union 9797 “wiring cabinet” (LESU).

I think that diagram came from Jack Hart so notes may apply to your unit.

LJ is for measuring current in the main signal loop which would normally be
connected to terminals 1(+), 2(Gnd)
BJ is for measuring Bias current in the polar relay that is keyed by the
external loop and in turn keys the printer selector magnets via the
internal supply.
PJ is for measuring current to the selector magnets.
RJ for measuring reperf current.

As to what changed, maybe gunk on a jack’s NC contacts? Squirt deoxit in
there and plug a dummy plug in/out a few times.

Hook up a VOM to a plug and measure currents in the loops to troubleshoot.
