[GreenKeys] KS-5928 L7 loop supply?

Hi friends. Found this loop supply in a closet. Anyone recognize it? The AC input plug looks WEIRD! Does not appear to be the same pitch as a regular 2-prong AC plug. Anyone know what it is supposed to plug into? Also, I think this has a selenium stack. Leave as is? See pix (cover removed for the photo).

I am guessing, but would like your input) that the oil filled cap is probably ok but the big electrolytic should be reformed? Or replaced?
