Figs-J was also the Western Union standard for bell.
I've read that the origin of all this is that at one time the wire
services wanted two separate audible signals. One for the bell in
the machine, and the other to close a contact to ring a bell in
an editor's office if something incoming needed the editor's immediate
attention. I guess this eventually proved to be not all that useful
but at some point the machine standards had forked.
