[GreenKeys] Anyone heard from Vic W7ZTC

Good evening GKers,
Has anyone heard of Vic who wrote an article in Ham radio on a RTTY 
Signal generator for producing RYs either continuously or every few seconds.

I thought it would be fun to recreate it using CD4000 series CMOS but to 
me there are strange anomalies in the circuit which is hard to read the 
slightly fuzzy scanned copy.
Trying to reverse engineer the PCB layout he has given isn't making 
sense to me.

I've had great trouble finding data sheets for the flip-flops MC890P and 
quad 2 input NOR gates MC824P but I have now got that information.

Maybe I should give up the idea and do it with a PIC.
