All of that is totally dependent upon what the local interface is. 
Early on Vonage used the Motorola ATA which supported rotary/pulse 
dialing.  Some later Grandstream units also recognize rotary.  None of 
the Sipuras do rotary.  I am on Verizon Fios and the ONT that was 
supplied does do rotary (rah!), but other ONTs used on Verizon don't.

Using Voip to pass modem tones is a complete crap shoot because 
depending on what codecs are being used -- some are great, others 
compress the you-know-what out of the audio --- for the connection and a 
whole host other variables so it can either work well or not at all and 
everything in between.
