Looks like you have a WU 9797 wiring cabinet as opposed to a Teletype 
LESU.  Those jacks are normally used for metering to set the various 
line and bias currents, but I suppose you could key the line circuit 
from the proper jack, if the line circuit was completed elsewhere.
