[GreenKeys] ASR32 or ASR33 ?

This article on the birth of the ARPANET shows a Teletype with just three
rows on the keyboard. Were there any ASCII 33s with such a keyboard or is
this actually a 23 (baudot)? If it's a 32 then I'm sure it's a mistake!
