[GreenKeys] Model 28 with a new problem

Yes, "sent" may not be the proper word. I've been trying to help Mike with
this since he's local, but I have no experience with the 28. He is doing
two sets of tests. The bit 5 issue is showing up on a local loop keyboard
to typing unit. The issue is not the keyboard since ITTY ALSO prints
giberish. I think it has printed one word correctly (AGE, I think). So, I
think the issue is in the decoding or the mechanical transmission of the
bits to the carriage and the positioning of the typebox.
