[GreenKeys] 28ASR Locked Keyboard

Hi,
I've been working on a 28ASR, which is in excellent cosmetic
condition, but has a few bugs still to work out. Most obvious of
these-you can't type on the keyboard.

Hunting around I found a solenoid behind the character counter.  If I
hold down the armature the keys move freely, but let it go and I can
type exactly one character. Could not find the solenoid in any of my
drawings, it doesn't look like the lock switch shown in the manual.

Someone told me that machines used with crypto equipment needed a sync
pulse to unlock something after each character.  Maybe that's what
going on here?  Anybody run into this before? The perforator base is
marked TT-433, so at least that and the reperforator are military.
